httpdは再起動されましたよね？

ひょっとして、エラーメッセージは　・・・  /cgi-bin/test.cgi  ・・・
となって欲しいような気もするので、ブラウズ側でURL間違えてるとか・・・

設定はScriptAliasを使われるのであれば、Options ExecCGIは必要ないはずです。
（AddHandlerも）
ところでAddHandlerがこの位置にあるのっておかしくないですか？
